UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a recent study of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising savings to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in Kent said its property management strategy included the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will have to increase council taxes next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of county councils this week also found local finances being stretched by the growing number of young people and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest IMD measures,” said the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of difficulties confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
